Contract Close on Parc Prison PFI Expansion – Galliford Try

£47m upgrade for private prison

 

'The Prison Service says £47m will be spent upgrading Parc Prison in Bridgend - the only private prison in Wales. Construction company Galliford Try will create a new accommodation block as well as extend and convert existing buildings on the site. The work will start in May and is expected to be completed by February 2011. The Prison Service said it would ensure more prisoners would serve their sentences in Wales. The project will involve developing the Category B Prison to create a new accommodation block together with extensions and conversions to existing buildings on the site. The scheme has been designed to comply with the Building Research Establishment BREEAM "Excellent" environmental rating.   

 

Greg Fitzgerald, chief executive of Galliford Try, said: "We are delighted to have been awarded this contract which builds on Galliford Try's record and experience in delivering custodial projects and adds further to the group's workload in the public and regulated sectors" .'  -

Welsh Secretary opens multi-million pound extension of Parc Prison

 

'Secretary of State for Wales Cheryl Gillan and Prisons Minister Crispin Blunt today [Thursday 4 November  2010] officially opened a multi-million pound extension to HMP & YOI Parc in Bridgend.

Provision of Professional Services by Design and Construction Solutions Limited (DCS) for Galliford Try Construction Central

 

Design and Construction Solutions Limited trades as Teather Walls Architects, Bid Management Services and Design Management Services .

 

 

Bid Management Services acted as 'Bid Manager' and 'Project/ Design Manager' for Galliford Try Construction Central from receipt of enquiry from G4S, to 'Financial Close' with the Ministry Of Justice,  which was achieved in November 2009.

' The house block was successfully completed on program and within budget and will provide:-

 

  • 310 standard cells suitable for double occupancy if required.
  • An additional 16 safer cells as part of a new Healthcare facility
  • A dentist suite, pharmacy and consulting rooms
  • Extensive training space in the links between cell blocks

 

HLN were commissioned by the constructor, Galliford Try, to provide lead Architectural and Design Services for the project from Detailed Design Stage through to completion.

 

HLN's significant input into the design process helped the house block achieve a BREEAM Excellent rating for the Design Stage with a score of 72.77

 

In addition to the house block the expansion also included:-

 

  • Extensions to the Education, Industries and Visits Buildings
  • Refurbishment and alteration of the existing Education, Visits, Services, Entry and Kitchen buildings
  • Refurbishment of an existing cottage into a new training facility
  • Relocation of an existing workshop and construction of a new workshop
  • Provision of two new all weather sports pitches.
  • A new 248 space visitors car park and extensions to the existing staff parking facilities

 

The success of this complex project which comprised 21 separate phased handovers has been due to the excellent working relationship and no blame culture that has been developed with the whole project team. A relationship which it is hoped will continue on into a future Phase 2 expansion which has recently been submitted for planning.

 

Phase 2 will consist of;-

 

  • An additional 255 cell 'T' shaped house block to be constructed on the site of the existing staff car park.
  • A new two storey visitors centre and staff changing facility.
  • A new Gatehouse and Vehicle Lock.
  • A new two storey workshop providing training and educational facilities.
  • A new all weather sports pitch.'
